One of the four special Ghost versions of the CX40+ Wireless Joystick, likely created for PAC-MAN's 45th anniversary. Blinky is featured on the top of the stick, and the orange ring has been replaced with pellets and power pellets.
All four designs only differ in color and are fundamentally the same design as the main PAC-MAN version of the special edition.
